Airborne RF Communications Systems Engineer (G11)

Raytheon Applied Signal Technology (RAST) seeks a systems engineer who will be responsible for leading the development, test and deployment of sensor platform products and systems, including sensors in the area of wireless communications receiving, processing, geolocation and exploitation. The sensor systems will be deployed on national and international aircraft, both manned and unmanned, in the performance of ISR (intelligence, surveillance and reconnaissance) missions. This engineer will work closely with customers, senior leadership within RAST, other systems engineers and development engineers to understand customer objectives and requirements, and develop solutions from the conceptual stage through delivery and field deployment. The successful candidate will be able to: oExhibit a unique degree of ingenuity, creativity & resourcefulness oRapidly come up to speed on existing sensor products, systems and capabilities that relate to areas of new development oUnderstand manned and unmanned airborne platforms used for ISR by national and international military forces oDemonstrate a strong understanding of IC &/or DoD customer airborne SIGINT missions oLead the technical engagement with the customer & associated stakeholders as well as provide consultation to other senior systems engineers, designers, program managers, and business leadership oUnderstand customer objectives and requirements, and conceptualize and put into practice new solutions oBrief those solutions to the customer community as the customer concepts evolve into firmer requirements and expectations oWork collaboratively with Engineering, Business Development, Program Management & technical staff to capture, plan & execute SIGINT program work oLead proposal preparation and program definition oGenerate concrete plans for loosely defined and/or highly complex challenges to enable engineering teams to execute and deliver solutions accordingly oLead teams of engineers to develop and integrate components and airborne platforms to form new solutions oMaintain customer focus throughout the systems/product development lifecycle to ensure satisfaction of customer objectives within cost and schedule constraints oMentor less experienced and/or less knowledgeable engineers ***This position can be staffed in Sunnyvale, CA, Anaheim Hills, CA, or Annapolis Junction, MD*** Required Skills: oMinimum of 10 years of experience in systems engineering and product development for ISR missions on manned and unmanned airborne platforms oMinimum of 6 years of practical experience in the development and deployment of advanced sensor products and systems for airborne platforms, including involvement with development and integration of software, electrical, and/or mechanical products/systems oMinimum of 4 years of experience leading cross-discipline (e.g. software, electrical and mechanical) engineering teams to develop, integrate and deploy advanced sensor products and systems for airborne platforms oExperience in applying knowledge in the airborne SIGINT domain, including missions, technologies and air/ground segment architectures & implementations, to synthesize approaches to meet customer challenges and CONOPs oWorking knowledge in one or more of the following areas: airborne sensors, wideband collection techniques, real time embedded software systems, direction finding & geolocation, signal analysis, ground processing / exploitation / dissemination systems, data bases, operator GUIs, & command & control oIn-depth knowledge and expertise with ISR airborne sensors, missions, and manned and unmanned airborne platforms oPractical experience with ISR airborne systems integration oPractical knowledge and experience with antennas, RF propagation and receivers oAbility to lead a technical, cross-functional, geographically dispersed team & oversee the complete development life cycle from requirements analysis, through detailed hardware & software design, to system integration / test / verification / validation, & fielding oExcellent verbal, written and interpersonal communications skills oStrong presentation and collaboration skills, especially in working with senior leadership, and external customers oAble to travel as needed (~25%) oActive Secret clearance, with the ability to obtain a TS/SCI clearance U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment Desired Skills: oMS in Electrical Engineering or equivalent o12+ years of experience working with the airborne ISR community oActive TS/SCI clearance oStrong understanding of airborne ISR sensor antennas, propagation, receivers, signal processing concepts, flight-certified hardware and COTS software oUnderstanding of wireless communications signal processing including the following areas: antennas, propagation, receivers, modulation and demodulation, direction finding and 2G, 3G and 4G wireless standards/protocols (e.g. GSM, GPRS, CDMA, EVDO, WCDMA, LTE) oExperience and knowledge of DF and geolocation techniques, and demonstrated knowledge of associated error sources oExperience in development and implementation of signal processing algorithms, application software and embedded software for hardware platforms oExperience in development of communications systems architectures oExperience writing proposals and ROMs oProven ability to effectively manage multiple tasks and priorities Required Education: oBS Electrical Engineering or equivalent This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons 108513
