Responsibilities:
Global Technical Communications Team Overview
To meet growing demand for its security screening solutions, Rapiscan Systems has formed a Global Technical Communications Team. This team is part of Rapiscan’s global sales and marketing organization and is responsible for helping Rapiscan’s global sales staff, distributors and agents respond to customer requests for technical information, including customer tenders, sales quotes, Requests for Information, and Requests for Proposals. The team’s functional responsibilities include:
* Large bid and proposal management: the team coordinates and manages the completion, review and executive sign-off of large and/or strategic sales opportunities. This may involve gathering inputs from sales, marketing, product management, finance, legal, etc.
* Technical writing and documentation: the team ensures that bids and proposals are written clearly, content is properly formatted and follows the requirements of the customer.
* Content management: the team will maintain a database of past proposals and tenders as well as commonly used boilerplate materials.
* Activity and risk reporting: the team will provide regular status updates on its activities, including reporting proposals that are at risk due to lack of information, etc.
* Proposal analysis: the team will be responsible for periodically reviewing proposals with marketing to identify useful information (such as information about customer requirements) that may benefit Rapiscan as a whole.
* Sales training: the team will assist the marketing organization in building the capacity of the sales organization to effectively respond to proposals so that the team can focus its resources on those areas of greatest priority.
* Technical support: in instances where the customer requirement involves a significant level of technical expertise to address, the team will provide technical support to sales.
Position Responsibilities
The Director, Global Technical Communications, will be responsible for launching and managing the global technical communications team. Responsibilities will include:
* Implementing a global communications and orientation program for all sales staff and distributors to explain the responsibilities and goals of the team and to establish clear processes for coordination between sales, marketing, product line management, etc.
* Lead and Manage Technical Communications Team inclusive of Technical and Proposals staff;
* Review and ensure accuracy and validity of all Rapiscan bids, proposals, and technical communications materials;
* Develop technical sales training for Rapiscan sales staff and sales channel;
* Maintain up-to-date and accurate information about product performance, technical capabilities, design, features, options and accessories;
* Develop and maintain technical communications materials for proposals, quotes, presentations, and other market focused communications;
* Provide technical assistance and applications engineering support to sales team to help customers define and understand their operational and technical requirements to help bolster sales and ensure appropriate customer technology selection;
* Maintain contemporary knowledge of new product developments and new product release timelines;
* Maintain contemporary knowledge of regulations, government requirements affecting Rapiscan technologies and customer use of Rapiscan technologies.
* Develop and implement a proposal risk management process to ensure that key risks associated with a proposal are identified early in the proposal process and are brought to the attention of senior management.
Qualifications:
* Bachelors Degree in Engineering or germane technical field; Masters or equivalent preferred.
* A minimum of 7 years experience with applications engineering, technical communications, or technical marketing.
* Strong verbal and written communication skills and the ability to communicate complex technical specifications to non-technical audiences;
* Experience in security, aviation, cargo, or inspection industry
* Ability to work in a fluid, team-based work environment.
* Demonstrated ability to work globally with many different cultures and with a geographically dispersed team;
* Must have significant experience writing and producing responses to US and/or international government agency tenders, RFPs, RFQs, etc and has experience managing proposal response teams
Proven ability to work well with others at all organizational levels, to organize and prioritize, and to participate on cross-functional teams.

This group s speech and language processing R&D efforts include speech recognition, speaker recognition (identification, verification, and authentication), language and dialect identification, word spotting, speech coding, speech and audio signal enhancement, and machine translation.
Qualifications:
The successful candidate will be expected to use his/her programming skills is C, C++, Python, and Perl to work with our team on research, technology development, and applications in speech recognition and information extraction for the development of core technology algorithms The objective is to research and develop speech recognition and speaker, dialect, and language identification systems that are effective across multiple languages. Research expertise and experience in the following areas are preferred: speech recognition using statistical models, extracting information from speech and text, and experimenting with large corpora for developing and testing advanced algorithms. Some foreign language knowledge is desirable. Background requirements include:
- MS or PhD in Electrical Engineering, Computer Science or related field.
- Candidates must have knowledge and experience in digital signal processing; statistical signal processing
- Probability theory; speech/speaker recognition
- C, C++, Java, Perl, and Python programming.
- MS or PhD in Electrical Engineering or related field and 0 to 6 years of directly related experience and knowledge will be considered.
- Ability to obtain a Top Secret/SCI clearance is desirable for this position but not required.

SAIC has an opening for Staff Training Subject Matter Experts located in Reston, VA. Candidates must already possess an active TS/SCI security clearance.
JOB DESCRIPTION -
A. Conduct Counter-IED (C-IED) training to prepare individuals and units to deploy in support of combatant commanders C-IED needs. Train, model and simulate C-IED activities in readily understandable formats to ensure C-IED proficiency in deploying units and individuals.
B. Conduct classroom instruction, distributed learning and Mission Rehearsal/Readiness field training exercises. Support training elements/agencies including the Combat Training Centers (CTCs), Power Projection Platforms, test sites and areas, interagency groups, Army TRADOC Systems Managers (TSMs), the USMC MCWFL, and TECOM.
C. Capture comprehensive data from actual IED events/activity, Blue Force operations, ISR coverage and training exercises. Observe, collect, develop, validate, and disseminate emerging IED Defeat tactics, techniques, and procedures (TTPs).
D. Analyze, assess and define training requirements to enable the fusion of intelligence, operations, and materiel/non-material C-IED solutions.
E. Integrate emerging C-IED technologies and TTP into instruction. Compile and store C-IED information including data, studies, test reports, and operational reports.
F. Identify and integrate IED Defeat countermeasure technologies. Identify IED Defeat innovations to joint and service training centers. Develop, revise and maintain C-IED curriculum to incorporate lessons learned.
Qualifications:
REQUIRED SKILLS & EXPERIENCE -
G. Candidates must possess an AS, BS or BA degree and 5 years of experience in intelligence training, intelligence analysis, Counter-IED operational experience and/or C-IED training.
H. Experience in tactical formations - battalion, brigade/regiment or division/regional command. Equivalent academic, intelligence community or defense industry experience may be substituted.
(for item G - the three levels of trainer - Principal, Senior & Staff require 10, 7 & 5 years experience, respectively.)
DESIRED SKILLS & EXPERIENCE:
I. The best qualified candidates will possess recent deployed experience in Afghanistan or Iraq in Counter-IED operations or intelligence. Alternately, recent deployed experience in Afghanistan in other combat, combat support or combat service support disciplines.
J. Two or more years experience as a trainer.
