Quality Assurance Manager

Job Description: Oversee quality control and maintain the standardization and evaluation program. The QAM will monitor the quality of our training support and program deliverables, evaluate Site Lead and instructor performance, and report directly to the Vice President of Operations and Training.
The QAM will develop BOSH standardization and evaluation guidance including a standardized process for preparation, training, and review. The QAM will inspect our flight training operations to ensure our instructors are maintaining government-approved standards and are operating in a safe manner. The QAM will routinely evaluate all aspects of SUAS flight operations, including mission planning and management; pre-flight preparation and checkout; flight sortie from takeoff through landing/recovery; ground control station operation; communications system operation/management; payload operation/management; and all safety of flight procedures. The QAM will also check instructor qualification and training records and will work with the Training Manager and Chief Instructors to make sure the employees on each training team are current and proficient.
The QAM will ensure that BOSH Team flight procedures comply with local and area requirements and appropriate flight regulations. The QAM will check that instructors confirm SUAS operations airspace clearance with the appropriate Army, FAA, and local Air Traffic Control authorities and also confirm clearance to use the SUAS control and communication frequencies (e.g. data links, WIFI, LMR, etc.) with the appropriate Frequency Manager. The QAM will check that instructors ensure students understand and follow Army, and FAA regulations for UAS operations. The QAM will make sure that all trend items and recommended improvements are addressed at the monthly safety and standardization meetings.
The QAM will perform program schedule, training, and instructor performance metrics monitoring / surveillance. The QAM will continuously monitor how our teams are adhering to the program schedule (providing on time, quality deliverables), executing training (meeting student production targets), and instructor performance metrics (Government performance reports, Chief Instructor evaluations, student feedback, and end of course critiques) and conduct trend analysis to ensure that any fall-off in performance is caught early and corrective actions are put in place. As performance metrics are calculated, the results will be provided in the Monthly Technical Summary.
The QAM will assist the BOSH Program Manager (PM) by maintaining the Earned Value Management System and helping with the preparation of deliverables like the Integrated Master Schedule, Safety Assessment Report, Monthly Technical Summary, Training Conduct Support document, Training Program Structure Document, Student Test Package, and Quality Assurance Surveillance Plan (QASP). The QAM will attend the daily PM meeting, Integrated Baseline Review, and semi-annual Program Management Review.
During program stand-up, the QAM will assist the Training Manager with organizing the fixed sites and Mobile Training Teams (assembling the instructor teams to be sure they have the equipment they need) and making certain all instructors are properly trained to execute standardized operator and conversion training courses.
The QAM will establish and lead the execution of the QASP and Health and Safety Plan (HASP). The QAM will lead the risk assessment and mitigation effort and facilitate the Risk Control Board. The QAM will provide continuous surveillance, direct interface with Army Quality Assurance Evaluators (QAE), and continuously monitor the plans for continuous improvement opportunities. The QAM is the focal point for all BOSH performance improvement suggestions. All training personnel work to develop and submit product improvement ideas to the QAM. The QAM is responsible for consolidating and submitting all improvement suggestion items in the correct format to the Army.
As part of the BOSH safety program, we are very serious about technical manual and checklist compliance and will not tolerate any violations of safety processes and procedures. The QAM will enforce compliance and ensure employees follow and adhere to official technical data. All personnel are expected to submit change requests to correct deficiencies and improve procedures. Change requests are submitted to the QAM for processing and tracking.
Through regular meetings with the Government COR and QA personnel, the QAM will help ensure the program stays on schedule, provides all deliverables, meets all requirements, and maintains the budget.
Duties and Responsibilities:
* Evaluate training teams for CONUS and OCONUS training events;
* Establish measurable Evaluation criteria IAW the GFR guidance;
* Monitor Site Leads and subordinate training personnel to insure that they are providing training in accordance with Maintenance and Operator POIs;
* Evaluate the student personnel in accordance with Maintenance and Operator POIs;
* Prepare reports from training event attendance and success evaluations;
* Inspect / evaluate equipment, systems and course materials are available and ready for training events;
* Identify / evaluate / institutionalize potential improvements for current POIs and submit to appropriate customer personnel for review;
* Develop POI improvements and, if customer approves, incorporate into POIs
Security Clearance: Secret, with ability to obtain and maintain TS/SCI-Eligible.
