Assistant Vice President, IHC Program Management Analysis

Barclays Services Corp. seeks an Assistant Vice President, IHC Program Management Analysis for its New York, New York location.

Duties: Conduct analyses of Program Management Office (PMO) and Intermediate Holding Company (IHC) processes, systems, and initiatives, including governance, reporting, controls, and monitoring. Analyze day-to-day governance, efficiencies, and reporting processes for IHC change deliverables, and implement regulatory program (Project Octon) and multi-year book of work. Work with program director and program managers to design and run governance model, and define terms of reference for work stream. Analyze and document standards and records for program execution and efficiencies, and author central program documents, facilitating clear and transparent accountability, path to target state, and ability to track and affect progress. Monitor program-level execution issues and risks to program management. Gather information and data, and develop, automate, implement core processes/procedures, and communicate program delivery status. Work on special projects, including complex ad hoc queries, critical cross-functional data capture exercises, and regulatory reporting and investigations. Prepare reports and recommendations, and evaluate, compare, and review ownership/completion of action items, while ensuring that framework is in place for program's high quality documentation. Streamline and standardize data to automate reporting and program documentation, act as first and/or second line support in the event of report failure, and liaise with appropriate team/person to remediate. Analyze data and revenues, and utilize Power Point, Excel, Access, InfoPath, VBA, SQL and Business Objects to deliver automated reporting, procedures, and solutions for planning, analysis, decision making and other management information needs. Evaluate central organizational program SharePoint and records management; develop and communicate automated processes for creating, storing and changing program; author documents describing governance and PMO framework; and create aids and tools to communicate central processes and framework to financial program and project managers, users, and stakeholders. Confer with IT teams to investigate and identify problems and improvements, and handle resource planning, system design, and control enhancements. Develop and provide issue analysis, reporting, and alternatives for decision making, and serve as a resource to others in solving complex problems.

Requirements: Bachelor's degree or foreign equivalent in Business Administration, Economics, Finance, Accounting or related, and five (5) years of progressive, post-baccalaureate experience analyzing program management for financial services organizations. Must have at least five (5) years of experience with the following: Analyzing and documenting standards and records for program execution and efficiencies, and monitoring program-level risks. Analyzing governance, efficiencies, and reporting processes for financial services operations. Communicating processes and framework with managers and stakeholders. Utilizing Power Point, Excel, and Access for planning, analysis, automate reporting, and other management information needs. Identifying problems and improvements, and analyze system design and controls. Preparing reports, recommendations, and quality documentation. Developing and providing issue analysis, reporting, and decision making alternatives.
