Job Description**

The Coastal Sciences Division within the Energy and Environment Directorate at Pacific Northwest National Laboratory is seeking a Technical Group Manager (TGM) for the newly-formed Coastal Research Group located at the Marine Sciences Laboratory (MSL) campus in Sequim, Washington. The TGM role contributes to organizational development and stewardship of staff and capabilities. The Coastal Research Group consists of 37 staff and research associates working in biotechnology and ecosystem science research areas within the coastal zone. Specific areas of work in this Group include carbon/nutrient dynamics and processes at the terrestrial/aquatic interface, research on algal productivity for use in biochemical and biofuels, targeted element extraction from marine waters, quantifying and improving environmental performance of renewable ocean energy systems, understanding biogeochemical processes in sediments and surface waters, coastal ecosystem functions and restoration ecology, biofouling and biocorrosion science, quantifying physical and biological processes affecting fossil hydrocarbon transport and fate in deep-water and arctic conditions, ultratrace analytical chemistry, and signature discovery. Work is conducted in BSL1 and BSL2 laboratories, flow-through seawater laboratories, electronics/optics labs, chemistry labs, and in the field -at the MSL and locations around the northwest and the globe. The focus of this TGM position will be on stewarding and developing staff, expanding capabilities, engaging with key sponsors and partners within PNNL and externally, representing and advocating for the staff internally and externally, and aiding Sector Managers in growing the business portfolio.

Principle Responsibilities:

o Responsible for stewarding group capabilities and working to strengthen those capabilities through training and professional development of staff, as well as hiring.

o Work with Division Director, Market Sector Managers, and Project Management Office Directors to identify future resource needs.

o Work with Division Director to grow strategic capability for the Marine Sciences Laboratory consistent with the Division Strategy and the needs of PNNL's sectors and clients.

o Assist staff with their professional development and helping them grow their careers. Using the performance review process, coaching and mentoring and serving as a staff advocate.

o Encourage and work to create connections and networking among members of the group, across the Division, and across PNNL. Understand, synthesize, and communicate capabilities of the group internally and externally

o Bring capabilities to the market. Help position staff members to engage in business development activities and proposal writing. Identify project opportunities for staff.

o Assure staff have the tools and resources they need to do their job.

o Responsible for budgeting and asset management to ensure facilities, equipment, and operating procedures are adequate and ready to carry out business focus.

o Recognize and reward accomplishments and strong performance. Create an environment that values and respects each staff member for the contributions they make to our mission.

o Set the standard and promote a culture that values safe conduct of research, operational discipline and adhering to company policy.

o Assure staff deliver high quality products.

o Engage at mid-level with other national laboratories, industry, and across Battelle.

o Provide safety and compliance oversight and direction for conduct of high-risk research operations both in the laboratories and in the field, including diving and boat operations.

This position will be located in Sequim, Washington.

**Minimum Qualifications**

o Bachelor's Degree plus 10 years of experience; or Advanced Degree plus 8 years of experience.

o Demonstrated leadership skills and experience relative to the essential responsibilities of the position.

o Strong, proven interpersonal communications, oral and written, problem solving and human relations skills are also needed to communicate well with internal staff and to succeed at group goals and objectives.

**Preferred Qualifications**

o The incumbent is expected to be a technical expert in at least one of the technical fields represented in the group

o Recognized successful performance as a senior scientist/engineer and project manager, including client relationship management, is desired.

o Demonstrated experience with managing field/lab operations from safety and compliance standpoints is desired, including diving/boat operations.

o Ability to obtain and maintain radiological worker qualification.

o Hold DOE security clearance or equivalent is preferred but not required.
