Assist with planning, preparing, and executing BMATs, practical exercises, computer-based and web-based instruction interactive courseware, distributive learning, self-paced instruction, and programmed instruction for individuals within USSTRATCOM headquarters and components. (CDRL A003)
Assist with planning, preparing, and executing LMAT familiarization/immersion training for senior leaders within USSTRATCOM headquarters and its components.
Use Instructional System Development (ISD) methodology (analyze, design, develop, coordinate, administer, manage, teach, and evaluate) to design, develop, and deliver, and maintain/keep current USSTRATCOM mission-related joint training products and courses, and incorporate as appropriate using a Learning Management System (LMS). This task shall also concentrate on the end-to-end training plan development using SMEs to conduct mission area/staff exercises. (CDRL A003, A005)
Assist with planning and preparing, and then construct at least 50 WebMAT items per FY; at least 20 BMAT instructor-led offerings per FY; and at least 6 LMAT sessions per FY. The WebMATs, BMATs, and LMATs subject or area of focus may change with little or no notice based on the changing CDR USSTRATCOM guidance or mission requirements which will require last minute changes, additions, or deletions to scheduled events. Support coordination and configuration management of the Command LMS to include online continuing education/training products associated with mission training and compliance training requirements levied upon the Command.
Provide LMS subject matter expertise to the Command, maintain currency with vendor products, and assist as an organizational interface for LMS problem resolution and management.
Support process documentation to include the following at a minimum: defining and assigning roles, including role responsibilities; defining and administering catalogs and subjects; identifying and maintaining required data points (i.e., instructor field, course definitions, etc.); identifying improvement opportunities; providing student transcripts/records of completed training; and maintaining, securing, archiving, and reproducing historical student and instructor transcript/records which are stored via STRATCOM-provided servers.
Maintain online menu for WebMAT/BMAT items that employs current and emerging Web standards. Menu should have appropriate features and functionality for the target audience and require little to no training to use.
Support Directorate online presence for Command and DoD-wide access and discoverability of training items that communicate USSTRATCOM''s capabilities and missions.
Web Development/Maintenance. Contractor personnel shall assist with development, design, posting, editing, and maintaining appropriate content on J7 directorate and divisions network websites/portals in support of the joint exercise and training mission. (Note: The contractor can rely on existing USSTRATCOM technical support for IT needs.)
Bachelors Degree in Computer Science or a related technical discipline, or the equivalent combination of education, professional training or work experience.
5 years of related experience in web software development.
