### Summary
The Strategic Analysis for Improvement and Learning (SAIL) Coordinator will serve as a facility expert and provide oversight of the performance measures throughout the facility and affiliated community-based outpatient clinics(CBOCs) and demonstrates a high level of clinical expertise with excellent interpersonal, facilitation, and communications skills. Primary responsibilities include the provision of oversight, coordination, implementation, and evaluation of various continuous improvement and SAIL activities. The SAIL Coordinator must be knowledgeable about SAIL and other relevant performance measures and process and be able to utilize the nursing practice, critical thinking, data analytics and communication skills in the execution of SAIL.
The SAIL Coordinator is required to provide comprehensive reporting and analysis of all programmatic outcomes and make recommendations to top management. The incumbent must be an effective communicator and collaborate with other Department of Veterans Affairs (VA) facilities as well as local VA health care professionals and administrators.The incumbent must be knowledgeable of current VA Guidelines, policies, Federal Regulations and Laws. The incumbent must possess effective public speaking skills and the ability to communicate effectively, both orally and in writing, with a wide variety of individuals and organizations. The SAIL Coordinator must be capable of providing strong leadership, demonstrate expertise in the role of the administrator and program manager, and must be comfortable in the role of educator, and direct service provider. These responsibilities will be dictated by the needs of the program and may change as the program progresses.

### Responsibilities
FUNCTIONS:
1. Provides leadership in the application of the nursing process client care, organizational processes and/or systems , improving outcomes at the program or service level;
2. Provides leadership in identifying and addressing ethical issues that impact client and staff, including initiating and participating in ethics consultation;
3. manages program resources (financial, human, material, or informational) to facilitate safe effective and efficient care;
4. Implements an educational plan to meet changing program or service needs for self and others. Maintain knowledge of current techniques, trends, and professional issues;
5. Uses professional standards of care and practice to evaluate programs an/or service activities;
6. Uses the group process to identify, analyze, and resolve care problems;
7. coaches colleagues in team building. Makes sustained contributions to health care by sharing expertise within and/or outside the facility;
8. Initiates interdisciplinary projects to improve organizational performance;
9. collaborates with others in research activities to improve care;
The SAIL Coordinator leads the efforts to identify SAIL challenges, priorities for improvement, and opportunities for disseminating and sustaining best practices, uses advanced clinical knowledge and sound clinical judgment to assess, plan, implement, document, and evaluate clinical practices. The SAIL Coordinator demonstrates a high level of clinical expertise with excellent interpersonal, facilitation and communications skills. Other specfic functions include:
* Incumbent is responsible for managing the overall design and development of the facility data warehouse, including aspects of system redesign, file structure, data extraction methodology, data communications technology, data quality and validation, user interface, and report generation.
* Provides regular and timely reports on workload capture, resource utilization, and information management utilizing platforms such as SAIL and Glidepath.
* Maintains records, prepares project administrative and statistical reports. assures compliance with review process, and monitors compliance with program requirements. Analyzes and evaluates (on a quantitive and qualitative basis) the effectiveness offline program operation; in meeting related goals and objectives.

### Qualifications
**Basic Requirements**:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. **OR** The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) **OR** In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
* Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
**Preferred Experience:** Three years of nursing Experience. Master's degree in Nursing or related field with BSN or Bachelor's degree in a related field or Doctoral degree in Nursing or related field. If MSN obtained in a Bridge Program, no BSN is required.
**Grade Determinations**: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
* Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
* Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
* Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
* Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
* Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

**Physical Requirements:** Usually works indoors in areas which normally have adequate heat, light, and ventilation. The work is primarily sedentary, however there is some walking, standing, bending, and carrying of light items such as papers, files, manuals, and records.
