### Summary
This position is located in the Management Systems Team (MST) of the Accounting Operations Center (AOC) of the National Park Service (NPS) in Herndon, Virginia where the incumbent serves as Information Technology Specialist and team member on the Administrative Financial System (AFS) team. The AFS team is responsible for Infrastructure, support, and the entire systems software development life-cycle. AFS is a web-based system that is using an Oracle database and Oracle application servers that provides financial reporting and budgetary information and planning to all parks and field offices within the NPS. The AFS team is responsible for all phases of the AFS application/system from the initial analysis and design through the SDLC, training, interfaces and operations and maintenance.
This is a permanent, full-time, career/career conditional appointment.

**Salary Information:**
**GS12**$ 79,720- $103,639 per annum. **GS13** $94,796 -$123,234 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy is also announced as **NPS-18-IB-001(DEU)** for those applicants who wish to apply and be considered under Competitive Examining procedures.

### Responsibilities
At the full performance level **(GS-13)**the major duties of this position include, but are not limited to the following:
1. Serves as a senior programmer analyst for new development and maintenance of the AFS application. Responsible for researching new technology related to development and maintenance of the AFS application and identifying where enhancements and/or upgrades would benefit the AFS application and NPS mission. Responsible for web application security.
2. Responsible for the full software development life-cycle, secure programming, and accuracy of AFS queries and reports which are used by all levels of the NPS organization for decision-making in the areas of financial tracking, reporting , budget planning and formulation.
3. Serves as a backup database administrator for an Oracle NPS service-wide financial database. Works with the primary database administrator to maintain a working knowledge of the database high-level functions. In absence of the DBA, is responsible for continuous operations for Oracle database servers and the Oracle application servers.
4. Provides input for creating project plans and making decisions regarding tasks, resources, and project time frames. Carries out the project plans by coordinating programming tasks and ensuring the availability of required resources such as computer hardware, software and contract services; provides guidance to other team members.
5. Serves as a application programmer and technical resource. Develops and maintains interfaces, data loads and data integrity for daily data coming to AFS; and any outgoing data.
6. Writes and maintains functional and technical documentation for AFS software to include Functional Designs, Technical Processes/Jobs, User Guides, Testing Materials, and Training Manuals; and performs training as needed.
7. Performs analysis of system changes to determine the most efficient method to incorporate new requirements or technologies into existing systems, developing detailed design, programming specifications and documentation; testing and implementing system modifications, enhancements and upgrades; and helping to manage the CM process and software library.
8. Monitors OPM, DOI and WASO budget, security and finance policy statements and guidelines to determine if changes will affect AFS business rules. If policies require AFS modifications, responsible for providing input into the planning strategy and decision-making process used to incorporate changes to minimize impact to the user community.
9. Performs various software programming languages/techniques and development/reporting tools (PL/SQL, SQL, Java, Oracle Forms/Reports Development Suite, Toad, etc.).

**Minimum Qualification Requirements:**
**To qualify for this position you must meet the (1) Minimum Qualification Requirements AND (2) Specialized Experience for the grade to which you are applying.**
**(1) Applicants must meet the minimum qualification requirements described below:**

Experience must be IT related and may be demonstrated by paid or unpaid experience; and/or completion of specific, intensive training (for example, IT certification), as appropriate.
**(2) Specialized Experience:**
**GS-13:**To qualify for the **GS-13**, you must possess at least one full year of specialized experience equivalent to the **GS-12** level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. **Specialized experience is defined as demonstrated experience:** **1)** analyze, design, develop, test, debug, and deploy complex web-based forms and reports on the intranet (Oracle, APEX, etc.); **2)**advanced use of structure programming methodologies for the design and coding of modular programs (i.e., PLSQL, SQL, Java, HTML, etc.); **3)** utilize analysis and design techniques for administrative applications in the fields of finance, budget and planning; **4)** use of debugging tools such as Toad to analyze and debug problems in the development, operations and maintenance of applications; **5)** ability to leverage Oracle Developers Tool Kit and other software products to deploy forms and reports; **6)** design, develop and maintain interfaces
**GS-12:**To qualify for the **GS-12**, you must possess at least one full year of specialized experience equivalent to the **GS-11** level in the Federal service, or comparable experience not gained through Federal service.
