Job Description
The primary purpose of the Quality and Assurance Manager (QAM) role is to deploy the requirements, systems, processes, tools and analytics required to support and enable
quality and
performance management within OSD in all dimensions - strategic, business and operations, and at all levels - institutional, organizational, system, function and project.
The QAM
is the senior field-deployed resource of the Quality & Assurance Division, representing and delivering its full scope and functionality to the Operational Systems Directorate, (OSD), providing the Integrated Management System and means of interacting and delivering it directly to its customers.
The QAM is responsible and accountable for delivering (i.e., supporting, enabling and /or leading) planning, performance assessment, performance analysis, requirements management, work process and procedures, corrective action management, critiques, causal analysis and improvement functions to OSD Line Management (ALD, Division Directors, Line Managers, Project Managers, and Staff).
The QAM is part of the OSD Leadership Team engaged in initial planning through assessment of work in progress to delivery and closeout and is an integral part of the Quality & Assurance Division Leadership Team.
The QAM is expected to have significant technical knowledge of the NQA-1 standard, and how to effectively apply it in an operational environment.
The QAM will oversee the work of Quality Engineers who bring specialized technical expertise to project work within OSD.
The QAM is expected to have significant operational/programmatic experience in one or more of the operational areas with OSD, specifically Facilities Operations/Management, Environment, Health, Safety, and Security programs, Project Management/Execution Lifecycle.
Key responsibilities include:
*Plan: Support and enable Directorate Leadership in requirements, assessment and performance management planning to enable organizational and Laboratory Strategy and Operational execution..
*Control: Identify, assemble and deliver applicable requirements and work processes to the organization.
Combine specific in-depth knowledge of NQA-1 and PNNL requirements/standards with operational
experience (in Facilities, EHS&S, etc) to ensure that requirements delivered are appropriate and balance the need for control with operational effeciancy/effectiveness.
*Assess: Facilitate the analysis, interpretation, reporting and monitoring of directorate performance in all dimensions (institutional, organizational, and project) relative to objectives and targets. Deliver performance and assurance information to the Laboratory and Battelle Corporate.
*Renew/Improve/Learn: Participate in the development and implementation of corrective, preventive, and improvement actions and plans within OSD.
Minimum Requirements
Bachelor''s degree plus 11 years of experience or advanced degree plus 8 years of experience.
Independent contributor.
Extensive experience in specialized field (or several fields through wide exposure and lengthy seasoning).
Command of theory and principles.
Considered an expert in one or several fields or disciplines in the organization.

Qualifications
Knowledge of, and experience applying NQA-1 quality standard is required.
Knowledge of, and experience working in one or more of the following operational areas is required:

Knowledge of and experience in several of the following

Excellent consultative, interpersonal, facilitation and communicative skills are required and essential to successful job performance.
Incumbent will work in an environment requiring initiative, independent judgment, and decision making.
The ability to cope with ambiguity and use facilitation, team building, and coaching skills is also required.
Knowledge of the Laboratory''s processes is desired and the ability to understand and drive improvements in multi-level systems is required.
Knowledge of PNNL''s business systems and processes is highly desirable .
