Chief Medical Officer

The Florida Department of Juvenile Justice (FDJJ) is seeking a physician with strong clinical and business leadership skills to serve as the agency’s Chief Medical Officer. The Chief Medical Officer position is responsible for providing leadership and direction in delivery of a high quality and appropriate health services system for youth in the care of the Florida Department of Juvenile Justice. The position directs the FDJJ Office of Health Services, and supervises a staff of 18 employees.
Examples of Job Duties
* Development and implementation of health services policy and statewide standards for health services delivery, resulting in uniform, quality health service delivery for FDJJ youth throughout the state.
* Provides medical expertise and collaboration for healthcare quality improvement, medical reviews and initiatives, and assures health services provided in F DJJ facilities and programs are rendered in accordance with state and federal health care regulations and rules, and professional standards of care.
* Provides expert consultation and technical assistance to FDJJ staff, programs and providers as well as state and local agencies concerning health services and activities within the Department. Also supports collaborative relationships with healthcare providers, state agencies and key stakeholders on health services issues.
* Creates strategic opportunities to control medical costs and increase quality, and assists all program areas with health planning activities and legislative budget requests for health services.
* Confers with and advises the Secretary and other department leaders on health services issues, policies, procedures and rules.
Requirements:
* A Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) with an active and clear license in the State of Florida or in another state with the ability to attain a license in Florida upon hire.
* Physicians who are trained in Pediatric Medicine, Family Medicine or Internal Medicine (with experience in Adolescent Medicine) are preferred.
* Administrative/Leadership Skills
* Successful completion of drug and background screening is a condition of employment.

DESCRIPTION
The position is responsible for providing leadership and direction for the delivery of health services to the youth in the care of the Department of Juvenile Justice. The position assists the Department with the provision and oversight of quality medical, mental health, substance abuse and developmental disability services (“Health Care Services”).
EXAMPLES OF WORK
* Development and implementation of health services policy and statewide standards for health services delivery, resulting in uniform, quality health service delivery for DJJ youth throughout the state. Provides the final approval for new health services policies and changes to existing health services policies.
* Promotes coordination and communication on medical issues by conducting regularly scheduled teleconferences with Designated Health Authorities and other physicians providing services in DJJ facilities and programs, at least monthly.
* Provides medical expertise and collaboration for healthcare quality improvement, medical reviews and initiatives, and assures health services provided in DJJ facilities and programs are rendered in accordance with state and federal health care regulations and rules, and professional standards of care.
* Provides expert consultation and technical assistance to DJJ staff, programs and providers as well as state and local agencies concerning health services and activities within the Department. Also supports collaborative relationships with healthcare providers, state agencies and key stakeholders on health services issues.
* Assists in the contracting process for health services and evaluates the medical aspects of provider contracts. Drafts, reviews, and provides final approval of scopes of service for all contracted health care services. Contracts include those with hospitals, emergency rooms, health care vendors, and consultants, health care services for detention facilities, and residential programs, etc. Provides the final approval for Detention contracted medical services Corrective Action Plans.
* Creates strategic opportunities to control medical costs and increase quality, and assists all program areas with health planning activities and legislative budget requests for health services.
* Leads the Department’s strategic planning for medical and mental health, and gender specific services.
* Performs and oversees staff training and staff-development activities for professional healthcare staff.
* Maintains up-to-date-knowledge of new information and technologies in medicine and their application to the Department’s strategic plan.
* Coordinates the Department’s Trauma Initiative which includes the impact of childhood trauma (physical, sexual and emotional abuse) on youth involved in the juvenile justice system, as well as the importance of gender specific services designed to meet the unique needs of girls in the system.
* Confers with and advises the Secretary and other department leaders on health services issues, policies, procedures and rules.
QUALIFICATIONS
Selected candidates must be a Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) with an active and clear license in the State of Florida or in another state with the ability to attain a license in Florida upon hire.
Physicians who are trained in Pediatric Medicine, Family Medicine or Internal Medicine (with experience in Adolescent Medicine) are preferred.
Selected candidates should have administrative and management experience; A Master’s degree in Business Administration, Health Care Administration or Management, or experience in Medical or Clinical Health Care Services Administration is preferred. Selected candidates should also have strong writing and communication skills.
LICENSURE REQUIREMENTS
* Clear, Active Florida M.D. or D.O. Licensure per s. 458, F.S., or s. 459, Florida Statutes.
* State of Florida Driver’s License
