These positions serve as the Administrative Operations Specialist for a Forest Service unit, and are responsible for providing advice to management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management.
Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs.
Pay rates vary depending on location. Pay rates displayed above are for the Rest of the U.S. (RUS). See the OPM website at -data-oversight/pay-leave/salaries-wages/ for additional information on pay rates for specific locations.

### Responsibilities
**Duties listed are at the full performance level.**
Assists the Forest Leadership Team with formulating plans, policies, and objectives for the Forest. Provides recommendations and information to the Forest Supervisor concerning important administrative roles, including budget and grants & agreements.
Interfaces with Human Resources (HR) and Acquisition Management (AQM) on a regular basis. Provides advice and guidance regarding a variety of administrative functions. May serve as approver for a number of purchase card holders and travelers.
The incumbent provides advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management.
Serves as the organization advisor on workforce matters by coordinating organizational needs with office requirements; directing the initiation and processing of personnel actions; and facilitating the accomplishment of various workforce programs.
Performs supervisory duties 20% or less of the time.

### Qualifications

**For the GS-9 level:** Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; Or
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in course work such as; business administration, accounting/financial management, public administration or LL.B. or J.D., if related; Or
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level) in course work listed above. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
**Examples of specialized experience for the GS-09 are: ** Identified issues, problems or trends and made preliminary recommendations for improving effectiveness, efficiency, productivity and customer service. Participated in resolving human resource and/or visitor services issues and summarized budgetary data, facilated programs of work in order to meet work timelines,. Used written and verbal communication skills to prepare and present reports and recommendations. Provided supervison or leadership to coach, mentor and hold others accountable.
**For the GS-11 level:** One year of specialized experience equivalent to at least the GS-9 grade level; Or
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a degree in course work such as; business administration, accounting/financial management, public administration, or other related field or LL.M., if related; Or
an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) in course work listed above.
**Examples of specialized experience for the GS-11 are: ** Maintained a close working relationship with a Leadership Team and served as central point of contact for information on a variety of administrative functions, procedures and requirements on a unit. Leads and facilates program of work development and implementation of forest budget tracking processes. Reviewed and coordinated operating budgets, maintained property management records for accountable property. Provided supervison or leadership to coach, mentor and hold others accountable.
**For the GS-12 level: ** Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level.
**Examples of specialized experience for the GS-12 are:** Served as advisor to a leadership team overseeing a variety of functions including operation, administrative standard operating procedures and internal controls and files management; provided advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management; planned and conducted complex analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness. Lead and Facilitated program of work development and implementations of forest budget tracking processes. Planned the work to be accomplished by the unit, assigned work to employees, and established production or quality standards for the unit's work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
